The American Society of Interior Designers (ASID) is pleased to announce California Assembly Bill 2192 has been defeated for the 2014 legislative session. ASID opposed the legislation because it would have created a board for project permitting made up exclusively of architects.
The bill would have given architects assigned to these permitting boards the authority to conduct expedited reviews and to stamp for approval drawings for other architects, circumventing government review of plans and also excluding other design professionals from the review and permitting process. After considerable opposition, the legislation was amended to include only residential building plans while still excluding from the review board certified interior designers, who design the majority of interior residential spaces and for which architects’ licensure is not required.
“If the legislation had passed, certified interior designers in California would have had no seat on the review board and would not be recognized as design professionals, as they are under current law,” said Don Davis, ASID vice president of government and public affairs. "Simply put, AB 2192 was a solution looking for a problem. There is nothing lacking in the current process. There is no backlog of plan approval. There is no need to set up a private, exclusionary review process.”
